The Children’s Hearings (Scotland) Act 2011 – The Children’s Hearings (Implementation of Secure Accommodation Authorisation) (Scotland) Regulations 2012

The Children’s Hearings (Scotland) Act 2011 makes provision for the implementation of secure accommodation authorisations. The draft regulations set out the process for the chief social work officer when deciding whether to implement or not a secure accomodation authorisation or remove a child from secure accommodation. The draft regulations also set out the process for the Head of Unit (of the secure accommodation establishment) when deciding whether to consent to the placement. The draft regulations apply where a children’s hearing or a sherriff makes a compulsary supervision order, an interim compulsary supervision order, medical examination order a warrant to secure attendance with a secure accommodation authorisation.

In 2014, both the current contract for rail passenger services (ScotRail) and the funding arrangements for Network Rail in Scotland are due to come to an end and new arrangements have to be in place. The consultation document provides details of how the railway in Scotland operates today and sets out the questions and options being considered for the future.
